i try to get borka to sell me swamp weed and he tells me to piss off-talked to motis-took off uniform-talked to meldor went to red lanteern and saw nadja-the hooker- lastly talked to borka, and he tells me to piss off.

Maybe you should have taken of your uniform before talking to anyone.
Maybe you can reload a old save game.

Did you tell Borka that Nadja sent you? If you did, he won't sell anything to you. Reload (if you can) and this time tell him it's none of his business who sent you. He should sell to you than.
