Well, since I for the moment only have the demo, I took a quick test...
From the start after being booted into the game, I ran to the guards stopped me in front of the old camp. I hit 25 then passing ...

Well, if the fps-counter is correct, I've managed hitting 40.
This with a p3-600 + G400-16MB.
I haven't changed the fps-limit...

For the "stuck-bug":
After saving, doesn't Shift-Escape work so you can atleast exit Gothic normally?
