Problem solved. It is a bug in the game. I gained a level and raised my projectile to 40 and now I was able to use the bow.

By the way, Akbaa needed less than 10 shots with Inut's bow! That's stra ...

I couldn't kill Akbaa with the ultimate weapon so I decided to load an earlier save and get Inut's bow.

Now I have it, but when I try to equip it, the voice says "I don't have the skill to use this ...
