when i try to create the rune to teleport to the paladin armor, i get an error of "not enough resources"...what does it mean?

I'm lvl 13 right now, and use the orc slayer as weapon and light militia armor.
Ive allready tried to enter VoM, but i still find it too damn hard to face multiple orcs at the same time...
cant i do ...
