Using the Oblivion scroll is perfectly acceptable. It was put in the game for one purpose: to all you to be a jerk and get away with it. It's kinda cheap to use it, be it isn't cheating or exploiting ...

I think when you exceed a certain value, the game doesn't register it. It won't matter, probably. Don't waste your skill points.
