Tactics are irrelevant in Kvatch if you are above 15th level or so.
The guards there don't seem to level up (if they do lvl it doesn't help) and they will die with just a few hits from daedroths, e ... |

Infinite. Really.
There is one major gate for each city (don't think there's one for Imp City). You need to close the major gate for each city to get that city to help you in the Allies for Bruma q ... |

Pretty sure they give you a key that will open all the front doors and all locked doors inside. Just don't ditch the key somewhere. 
The mages guild does that but I'm just guessing/going on memor ... |
