Yeah, money's not as useful as it can be in the game. You can get much better weapons than money can buy by beating up certain people.

I don't think any of the NPCs you've killed are vital to the main quest. You should still be able to finish.

Yes. And you have to be at a certain chapter, too. For regular Templar's armor, you'll need to be at chapter 3 and for heavy Templar's armor, chapter 4.
