It's in his chest. So you'll have to beat him up for it. Then you'll have to pick the lock of his chest and then steal the book.

Well, since you're so far ahead in the game you should have been in the thieves' guild already.
Someone there would've taught you how to pickpocket. |

Your dex level is always added to the basic damage value. So if you have a 60 damage xbow (str requirement doesn't matter) and 60 dex, you'll do 120 damage .

Without spoilers, you are correct in that Vatras will not let you join the Circle of Water until you enter Ch 2 (speak to Lord Hagen) -- he actually says as much when you first ask to join. ... |
