| Ah thanks, I finally got it to work. Those scrolls didn't work, but I went and made a spell that unlocked 0-100 on touch and that did it after like three tries. |

| Well first off, I sided with Falco, which meant the Factor inside the fort (I have forgotten his name) is dead, so since I finished all the quests with Falco, it has made me Factor of the East Empire ... |

| Ok, so I did the quests on Raven Rock, and sided with Falco, I have finished all the quests to where I am the Factor (Caius was killed after attacking me when I confronted him about trying to assassin ... |
