Pardon me... but where do you find the fire mages teleport rune? I already meatbugged my way in and slaughtered many of the residents but a teleportation rune would be nice =)

I've become a templar for the brotherhood but I still cannot get Cor Angar to teech me two handed sword mastery. Do I have to first learn one handed sword mastery?
