Boomtown has an E3 interview with Richard Garriott on Tabula Rasa. The article is in a shorthand article format and here's a snip on DoT:
Tabula Rasa also makes up with the concept of transport.

- We don’t believe in forcing players to spend ages reaching the destination of their missions or finding their friends. That’s why there are teleport stations all over Tabula Rasa, says Richard Garriot.

And that’s not all that’s new – Richard Garriot also thinks that the use of DoT (Damage over Time) is a mistake.
- DoT removes the focus from gameplay and favours number geeks over tactically adept players, he says.
