Morrowind: Tribunal review at PC Gameworld

PC Gameworld has written a review of Morrowind: Tribunal - and rated the expansion 82%. Here's an excerpt:
    Another annoying aspect of the game is the lack of useful information given by NPCs. For example, at the start of Tribunal I was told to talk to a certain person in the town of Ebonheart. Firstly I hadn't encountered this town before in my travels and therefore I had to search the entire map looking for this town. Secondly, the NPC gave me no directions or help to try to find the person within the town. This resulted in almost an hour of searching for this one person.
I cannot but wonder about this paragraph. Ebonheart is one of the first cities you hear about after Balmora and Vivec. You find a signpost outside of Seyda Neen that points to Ebonheart, and for a couple of early faction quests you have to go to this city. Now, finding the person you are looking for to start the Tribunal quest couldn't be more simple: Once you are in Ebonheart, choose his name on your topics list, and everybody except a lonely barrel will tell you where to find him
