Depending on your country and which version you want to test, you'll have to visit www.blizzard.de, www.blizzard.fr or www.blizzard.co.uk to register. It looks like the beta will be fully localized in French and German so if your skills in either one of these languages are a bit shaky, signing up at the UK site is the way to go (i.e. you don't have to actually live in the UK to sign up at the UK site).
