RPGPlanet has posted an interview with Phil Shenk, Executive Producer of Dark Orbit (an action RPG in the making), who was formerly the Lead Artist on Blizzard's Diablo II. Here's a bit:

RPGPlanet: What was your inspiration behind Dark Orbit?

Phil: The inspiration for Dark Orbit came to me while working at Blizzard Entertainment on Diablo II and Diablo II: Lord of Destruction. I thought it would be fun to take the idea of an isometric game, but use flying craft in a sci-fi setting. There have been a few games that have touched on this in the past, but those were mostly strategy or simple arcade games. I also wanted to keep the flexibility and customizability inherent in an RPG game.

Finally, I wanted to make a game quickly, with a small team and budget. I think that a lot gets lost in a development process that stretches over years and spends millions of dollars. In a huge game, like those I've worked on in the past, it's easy to lose site of the goal, and it becomes harder and harder to stay flexible to inspiration. I'm enamored with the idea of developing a tight, fun game build on a solid core that can grow with future sequels. I call it "Episodic Development", which is different than the "episodic games" that everyone is talking about right now.
