The boards for Star Wars: Galaxies have been visited by creative director Raph "Holocron" Koster, who talked a little bit about factions in the game:
The FAQ refers to standing in factions. Factions are not the military. Faction standing means you as an individual are looked upon kindly by Imperial forces because of your actions, in the same way that nonhuman bounty hunters might be used for military tasks, etc. From the design team's perspective, there appeared to be ample support for this in continuity, hence the FAQ answer.
Factional standing is the primary way in which you participate in the Galactic Civil War, of course. From a gameplay perspective, this felt like a key requirement, that everyone be able to access the GCW.
The debate appears to center on the actual Imperial military. But we haven't talked about the actual Imperial military as a gameplay mechanic. We did tell you that we were revisiting it as a result of the stormtrooper debates on the boards some months ago. But I don't know of any specific statements we've made about it, so I am a little taken aback to hear that we're violating continuity with our alleged military system. | Source: Voodooextreme |
