A site for a guild called The Older Gamers has an interview on Pirates of the Burning Sea:
6. Will I be able to ram people and wreck there ship?

No, we believe that allowing these kinds of maneuvers would create too much grief potential. However, while you will not be able to cause damage, a larger ship will actually push a smaller ship out of the way, which could provide a distinct advantage during battle.
