The large majority of households in China can't afford a PC. Anyone who falls in that situation and wants to play games has to do so somewhere else. It might seem like they could play console games instead, but in reality, that's not such a viable alternative since there have been restrictions in place limiting the importation of such units. What is feasible is to go to an Internet cafe where you can rent a PC by the hour. If we do a simple currency conversion, the cost to do so is quite low, in the range of 25 cents an hour. However, to put that into proper perspective, we have to factor in the aforementioned lower standard of living. When we do that, it becomes, if not an expensive proposition, at least not nearly as cheap as it initially appears.
