Celestial Heavens, a HOMM fansite, has posted advice on how to setup a hotseat game
As to how you can launch a Hot Seat game, 3DO Community moderator Walter provided the following instructions:

"First though, not all maps support mulitple human players. To see which maps do select New Game -> Scenarios. At the bottom right of the screen are 3 buttons. Select the one called Details. Check the Show Human Player box and click ok. You will go back to the scenario screen and you should see a new colume on the right with the number of human players allowed on each map. For example on the 4 large maps - 3 maps allow 3 humans and one map allows 6.

Using the Sea Politics map as an example, I select it and click next. This takes me to where you can set up the hot seat game. First you must click the check box next to where it says Computer to change it to human. When you do so the text in the box should change from Computer to Player2. You should then be able to click on the up and down arrows between the banner and the box that now says Player2. This changes the town (alignment) from random to a specific town."
