A shameless plug for yours truly :-) - I have reworked three plugins by other Morrowind fans in order to adapt them to what I consider "balanced" - and bundled them with a new class I did, the Loyalist. Here's the info on the plugin package:
    This pack contains:

    A house in Seyda Neen
    A house in Balmora
    A house in Caldera
    A new class: Loyalist

    About the houses

All three houses are modified plugins by other authors. None of the houses can be entered before completing a task. These are the tasks you have to complete before the houses can be taken:

Seyda Neen: Kill the mage in the smuggler cave.
    Balmora: Kill the egg poachers.
    Caldera: Kill the Telvanni agents.

    The houses have been modified:

Seyda Neen - moved the house north of town, removed all loot, added lights and some furniture. The door is now locked, the key is on the mage in the smuggler cave near the stilt strider.

Balmora - added a chest and removed decoration. The key is on one of the egg poachers in the egg mine (fighter guild quest).

Caldera - removed all loot and decoration, refurnitured the cellar. The key is on one of the Telvanni agents near Caldera mine (fighter guild quest).

    New class: Loyalist

Loyalists are deeply rooted in the imperial culture. They fight for the empire and would not join a guild that works against it. This class is completely balanced for someone who wants to join all imperial guilds and the House Hlaalu. You can gain high ranks in those guilds: fighter, mage, imperial legion, imperial cult, house Hlaalu. You could even join the thieves guild, but this conlicts with other imperial guilds. If you want to side with the emperor, this class is the way to go. Good for Bretons, Nords, Imperials and Redguards.
You'll find the plugin pack here, and more than 150 other plugins in our Morrowind plugin depot...
