At the end of Champions of Norrath, pieces of the villain were scattered throughout the land (after all, you wouldn't even care about this sequel if you hadn't beaten the first game, so this isn't a spoiler). Loyal baddies are now after those bits of their former overlord, hoping to paste them all together to make another fantastical dictator to crush all that is good in the world. They would be successful, except for the fact that Firiona Vie -- yes, the sexy EverQuest temptress that we all know and love -- enlists the bravest warriors in the kingdom to nab those pieces first.
