The solution is very simple. The TES Construction Set should be installed from Disk 1, the disk with the Morrowind logo on it. Put your Disk 1 (Morrowind Logo) back in your CD-ROM. Right-Click on your CD-ROM drive. Click on Explore. Double Click on the CSInstall folder. Double Click on the setup.exe This will start the TES Construction Set Installer from the first disk.
