The latest Xenus Development Report has been posted at ActionVault. Scriptwriter Alexander Khrytsky talks about the officials in the game:
    Official power in Colombia consists of representatives of the army, the police and the municipal administration. As is well known, the situation in Columbia, one of the richest countries of the Latin American region, is not so good. A 40-year civil war, 80% of world cocaine trade, gangsterism, misery, corruption - all this cannot make you think very highly of the current government. Of course, they are trying to fight against it as much as possible, although it's hard to judge based on their results. Certainly, the greatest part of the dirty work falls to the army and police. Encounters with guerrillas are not uncommon but regular. Practically every day, there are reports from various regions about ambushed patrols, bombed police stations and oil pipelines.
