Here's something from that: Anyone in the company can propose a new race - of course, we also listen to public discussions about which races would be great. The proposal must include what special abilities are part of making the race worth the effort of creation. The proposal is then screened for applicability to the world and game goals. An example would be "I want to play an octopus character with wings. It can fly, swim and wield eight weapons." This would then be prioritized against the other proposed races if it were determined to not conflict with the world and game goals. If it fell at the top of the priority list, then it would be placed into the production schedule. The list of proposed races is re-visited every time a race is entered into production to see if the prioritization still reflects the product goals.
