A review of Morrowind: Tribunal rates the game 8/10 and comes to this conclusion:
    Overall Tribunal is for the experienced player looking for a grand adventure. There are a slew of new creatures waiting to show you that you aren’t as awesome as you thought you were as well as some new items and places to explore. In the end Tribunal adds that extra kick for the high-level adventurer that wants to feel the exhilaration of getting his head handed to them by a big green meanie. If you want to get back into the land of Vvardenfell and get into some serious new scraps this expansion is for you. Then again if you are just starting out in the world of Morrowind this expansion will provide loads of cool items and much needed gold (if you sell some of them) that your character can use on the outset to their adventure.
The review states that Tribunal introduced some crashes to the game. I can confirm that they happened to me too after the install, but they seem to be completely gone now. No idea what caused them and what made them go away.
