Carsten Strehse, lead designer on "The Fall" for Silver Style, has opened a thread in the official forums giving readers the opportunity to create NPCs for The Fall - with the best ones included in the final game. It also gives an excellent insight into The Fall as it describes how the NPC scheduling works and lists the animations available. Here's a quick grab:
Some ideas how to make SNPCs more interesting

- Every normal human being has some kind of a "dark side". So there might be a sanctimonious person and we're watching him when he visits the floosies. Or we might see when the village doctor is digging for corpses on the graveyard. There are no limits for your imagination here!

- The SNPCs get even more interesting when we set them in relation to other SNPCs. So there might be Romeo und Julia, who have secret dates somewhere in the forest (not to mention the cheeky brat, who's lurking in the bushes and watching them), the trader and the apprentice, mother and child – the relations between the SNPCs makes the whole matter much more exciting and you get a lot more options to design them.
