NW Vault has a review of the NWN fan-module Narcopolis. The score is 6/10 although visuals score 9/10:
This module is a sequel to "Stormy Night", however, the builder assures players that they need not complete "Stormy Night" before playing this game. For the record, I did not play "Stormy Night."

At the start of the game, you arrive at the mysterious city of Narcopolis and discover that its citizens are all sleeping in the streets. To make matters worse, various odd nightmarish creatures have moved in, and most of them aren't friendly. In the game, your fist task is to uncover what happened to the unfortunate citizens of Narcopolis.
