RPGVault posted an interview with Ji-hak, team leader on the upcoming wild west MMORPG by JC Entertainment. Here's a bit for you:
Jonric: Will it be character development be based on skills, levels or something else? Will all skills be available to every character, or will some be limited to particular classes or to one faction?

Ji-hak: Priest uses an interesting mix of level-based and skill-based systems. The fact that the character develops as more experience is gained is similar to many RPGs, but the fact that ability points are used to increase different skills is related to the skill-based system. The sum of all skill points determines the level and limit of the character's skill. Each character has different skills that they can level up faster (with less experience points), so even at the same level, each character's skills can be highly varied. This is the special type of character development system of this game.

There are some skills that all the characters share, while there are skills that only a specific character can have (the majority of the skills are like this). Also, there are differences between the factions as well. The Pilgrims develop the strength of their basic skills, while the Preachers develop an increasing variety of skills.
