Elited have put up a Bloodmoon review. There's no final score but the review is quite positive:

Morrowind players are not required to have Tribunal installed to play Bloodmoon. If you haven't picked up Tribunal, let me say that this is my choice of expansion packs between the two. Bethesda says this expansion pack should add 20-40 hours of gameplay. Bloodmoon brings several welcomed additions to the game, and is a must have if you liked Morrowind.
