The Web of Arachnos tells the story of Paragon City’s iconic hero Statesman, and his archnemesis, Lord Recluse, the leader of Arachnos.

It explores their humble origins and charts the depths of their animosity. Set in the 1930s, it also details the founding of the Freedom Phalanx and describes the shadowy beginnings of some of Paragon City’s first villain groups.

The once glistening metropolis of Paragon City is broken by the Great Depression and rotted through with corruption. Two men will fight over its destiny, but the battle cannot be won by Statesman alone. For justice to triumph, Paragon will have to become a city of heroes...
