Morrowind summit has updated their webpage with the "Morrowind Mod of the Week", and the honour goes to "Vivec Expansion", it can be found here (http://www.rpgplanet.com/morrowind/mods/motw3.asp). It includes all the details about the mod and a short interview. Here's an excerpt:

Could you tell us a little about your Vivec Expansion plug-in?

The mod basically consists of a number of additions to the exterior cells of Vivec. Bridges, docks, a tavern, homes, shops, etc. Everything I've added sits over the water around the cantons so as not to interfere with the existing stuff that Bethesda built. There are also a few new 'ferry service' NPCs to make travel a bit more convenient, as well as some randomly generated pickpockets, just to keep things interesting. And as requested, I have included a number of ultra-hard-to-find secret extras.
