Evil_Mortis, also known as part of the Necromancia team, has announced the development of a new mod, Necrom, see al the details:Necrom.
"The City of the Dead", Necrom perpetuates a religious tradition that predates the Tribunal cult. From across Morrowind, Dark Elves of every clan bring their dead in solemn processions that can last for months. From the mainland, Necrom, with its lofty walls and white towers, appears to be an immense necropolis, an impression that is strengthened by the constant traffic of corpses across the causeway into the city, a traffic which never ceases, day or night. In fact, the city teems with life: a vast and complex heirarchy of priests and attendants whose sole duty is to prepare the dead for the afterlife and deposit their bodies with the appropriate ritual into the catacombs which honeycomb the rock beneath the city.

As of May the 4th, 2003, Tamriel Rebuilt Officially declared Necrom open. Veet has had the land claimed for a very long time and he has been working in preparation for Months.
Veet and myself have been in discussion for what seems an age about how we wish Necrom to be represented and now work has Official begun on the creation of Tamriel's most sacred cities.
It will be a long and difficuly process, to represent Necrom in its full glory, From its White walled buildings, Constant funeral processions and its deep seated politics. You can be sure that we are doing everything that we can t represent Necrom in its entirety.
We wanted Necrom to be based more in plot, intergue and lore, than in action, combat and explosions. There will still be something to do for the heavy handed, but this mod is aimed at those, whom wish to learn, and get involved with the most ancient traditions in Tamriel history.
