An interview with Bill Roper has been published at Gamersclick. Here's an interesting snip:
GC: Were there features you wished to include but were unable to do so, and if so what were they?
BR: Probably the single biggest feature we simply did not have time or quite honestly, a groundbreaking idea on how to implement was Navies. Battling on the high seas was a very novel element in Warcraft II, and we wanted to include this in Warcraft III. We did not want to incorporate them, however, if they were not going to play a very significant part in the game and change the strategies of players who used them. In the end, we simply did not feel that of the ideas we had met our criteria, and so we made the decision to not include them in the game.
