80% is the score handed out to City of Villains in Gaming Illustrated's review:
City of Villains starts off with the most comprehensive character generator since, well, City of Heroes. You have almost complete control over the physical characteristics of your character, and the costumer choices can be overwhelming. In tune with the setting, the costumes have a bias towards skulls, leather, spikes and related villainous accessories, but most everyone should be able to find something to their liking. During our review we were constantly amazed at some of the creative combinations that other players were able to produce. Later in the game, you can add costumes to your repertoire, so you are unlikely to grow bored with your appearance.
