HomeLan has conducted an interview with Bethesda's Todd Howard, game’s project director of the very anticipated third game in the Elder Scrolls series, Morrowind:

HomeLAN - Has Morrowind's design changed since its was first conceived or has it stayed pretty much the same?

Todd Howard - It’s stayed pretty much the same. We’ve added a few things, removed a few things, and changed some others. But the majority is exactly as we planned. I have three main rules of game development. Two are relevant here. One is that great games are played, not made. That means that you need to play your own game, and change it as needed to make it great. The other is when you design a game, define the experience, don’t define a list of features. So with this game, the experience is playing another role, in another world, and that hasn’t changed.
