Pirates of the Caribbean (Xbox) has been reviewed at PlayMoreConsoles. Like many, they think there's a good game hiding under the bugs. There's no final score but they rated it 6/10 for 'Gameplay' and 5/10 for 'Fun Factor'. Here's a snip:
Sea combat is a chore more often than not and a lot less exciting than I expected. The first person view puts you in control of the cannons and requires you to find the correct angle (the targeting crosshair will turn red when you are correctly lined up) and to judge the other ships speed to get a good hit while controlling your ships speed and direction. The third person view basically allows you to control the ship while your crew (the CPU) takes care of firing based upon your combat skill. Thankfully Bethesda included a quick-time feature that increases the game speed by three, making combat livable. However the last type of sea combat is probably the most satisfying and that is grappling. Grappling allows you to pull along side another ship and board it. When this happens you go to the third person combat view used for land based combat and fight to take over the ship. Once a ship is captured you can confiscate the ship or take your well deserved booty and scuttle the ship.
