Huxley Producer Kijong Kang has been interviewed at OGaming:
OGaming: How do you keep an experience that's basically about running and gunning interesting over a long time period? It's not like PlanetSide is the world's most addictive MMO, after all…

"Players will see a variety of unique weapons in Huxley along with some more traditional FPS arms."
Kijong Kang: I think the character development system is a big part of what makes Huxley unique. Attracting players for long periods of time can be achieved by adding new quests and combat modes through periodic content updates or expansions, but we are also focusing more on increasing a player’s time spent playing the game.

Character development is at the center of Huxley’s replay value. As I mentioned before, weapons are a very important element along with vehicles and skills. As characters grow, more weapons, skills and vehicles will become available and there will be a difference in gameplay depending on these additional factors. For example, using a special shotgun or unique anti-aircraft missile will bring differences in the gameplay experience itself. The character development system will allow players to not only change characters themselves, but also the overall gameplay.

As players are developing their unique characters, they will unlock additional gameplay. Players will not be bored while they develop their characters over long periods of time. This is why we are putting a great deal of effort into the character development system.
The article confirms cross-platform gaming between PC and Xbox 360 players.
