Intelligamer has taken a closer look at Anarchy Online in a rather long review of the game. Although there are no ratings given, they clearly seem to be disappointed by the game:

At present Anarchy Online is a troubled game, though there is some real promise under the technical problems. A unique class and ability system, science fiction rather than fantasy, and an interesting game world all are positives. But same old same old generated missions, lack of player interaction, and meaningless equipment and nano formula upgrades detract even if you can stay motivated to play through the many technical problems. Right now at least, Anarchy Online is more an exercise in futility than a fun way to pass the time and I can't honestly recommend you plunk down your hard earned cash to play it. And that's too bad... I really wanted to like this game and I put a lot of time into it in the last month. But ultimately even without the bugs I wouldn't be renewing my subscription. There is just too much repetition, too little wonder, and too little incentive to continue playing.
