Now, the part I didn't get and couldn't find any info on is: does that mean the client update weighs in at 250MB or just the server side file ? Have fun downloading in case they were talking about the client *eg* Be aware that all characters had to be deleted due to the fundamental changes. The long patch note can be found right here.
