Gamespy is pumping out Bloodmoon features day after day :-). Here's an interview with Project lead Ashley Cheng - telling us that there will be 30 dungeons and twice as much content as in Tribunal. Here's an interesting bit on how they deal with different level in the expansion:
GameSpy: Tribunal, the first Morrowind expansion, was designed for high levels PCs. Does Bloodmoon follow suit?

Ashley Cheng: We made it an even higher priority to balance and level the creatures in Bloodmoon for higher-level characters. Our leveled lists in the wilderness are split at level 5, 20, 40, and 60. Many of the quests will require you to be very high-level to complete.
However, the random wilderness and the dungeons in the world are structured so that anyone of any level can go in them. The creatures will respawn to your level, so as you become a higher-level character, you can continually go back to those dungeons for more challenges and better loot.
