The review of Morrowind at Gone Gold is a very detailed one, and well worth a look (they are always doing quality reviews, IMHO). The game receives an overall rating of 93%, and this is their summary:
In closing, I'll have to admit I doubted Bethesda was capable of producing a quality product like Morrowind. I walked in with zero expectations, and found myself fully satisfied by the experience. Morrowind may not be a perfect game, but it improves upon so many of the annoyances found in other RPGs while introducing surprisingly few new problems, that it's truly difficult to find anything negative to critique. Well done, folks. Now if you'll excuse me, I've got some business to attend to in Vvardenfall.
