The Wargamer is constantly putting out excellent reviews, and the review of Icewind Dale 2 is no exception to this rule. While they do not offer a numerical rating in their detailed article, the summary say pretty well why they think IWD2 is enjoyable:
Of the hot RPGs recently released, I have played Neverwinter Nights, Morrowind, and Icewind Dale II. Icewind Dale II was the most enjoyable RPG I have played this year. Incorporating the third edition rules into the Infinity game engine, and allowing the single player game to be played with all six party members created by the gamer, Bioware demonstrates once again just how well they can play the role of Dungeon Master. Of the Baldur's Gate series of games, this is my favorite. It may not be the flashiest or the most flexible, but none of that mattered to me. The experience was rich and enjoyable, and made a fine way to spend the last hours of the evening. If asked what improvements I would like to see, I would say that the graphics probably need an overhaul. A linear plot, if enjoyable, has never been an impediment to me, and if the game is too unscripted, as one of the hot titles of this year was, I found myself "living" in a world where it seemed nothing I did really mattered.

As for who might enjoy Icewind Dale II, I found that the linear plot gave me the distinct impression of the original Baldur's Gate. There are players who enjoy the open flexibility of RPGs, and for them Icewind Dale II may leave them in the cold. However, for players who love the overall RPG experience of the previous Baldur's Gate games, and don't quibble too much about whether the plot is fixed or somewhat flexible, Icewind Dale II's icy world will warm their hearts.
