Why? Because from the feedback we've gotten, it looks like people don't really understand what Mourning is trying to do in the PvP aspect of the game. When people find out that Mourning is a full PvP game, they immediately say to themselves "What, another griefer's heaven?!! Thank you, but not for me." Even more so when they learn there's perma-death as well.
