The official site for the Ultima 4 remake "Dawn of Virtue" has been updated with a development Diary called "Tools of the Trade". They are talking aboutr what is needed to get the game done, which tools they use. Here's something about music, the easiest task, regarding the programs needed:
    Music is often composed in MIDI format, possibly augmented by recorded 'live' performances of some passages. This needs, then, at least MIDI sequencer, a recording tool, and a program to manage MIDI instruments and create then from collected samples. Sound effects are created by simply recordin from an actual sound source, or by mixing, filtering and transforming existing samples. This needs a good wave editing tool with lots of filters. Lastly, very large sounds may need to be assembled from smaller pieces, which in practive requires its own tool.
