This nice app for improving your FPS has been updated, check it out:
I personally tested it with Bloodmoon, and highly recommend it to everyone who runs Morrowind with Bloodmoon installed on top. Bloodmoon is a very detailed and gorgeous area, that kills FPS rate on any machine. By comparison, it was very smooth with FPS Opt installed - so go and grab a copy.
