There's some issues with TOA Encounters on Clustered Servers, according to the Camelot Herald. Here's the lowdown:
First, I want to apologize to everyone feeling frustrated right now. I understand how annoying the problems are. We're doing the best we can, but we won't be able to solve the problems on a permanent level until Monday. Here's what's going on:

On the clustered servers, the TOA zones are supposed to be running in parallel, so that people who've traveled from other servers in the cluster can participate in Master Level raids. That was one of the intended benefits of clustering, after all! But they're also supposed to be completely separate, so what happens on one server doesn't affect the others.

We've got some freaky crossover issues causing problems for players attempting ML encounters.

So here's the deal. We're going to take the clusters down on Monday morning first thing to take care of these problems. Doing it now wouldn't be a good idea, for obvious reasons. Instead, we're asking that players on the clustered servers avoid Master Level encounters until you hear from me here on the Herald, and to please be patient with customer service as they attempt to tackle the mountain of new appeals. Tonight might be a better night for dungeon crawling or RVR, especially if you've got a group already together.

Again, I apologize for the inconvenience and frustration, and I hope this post explained the situation for you.
