Using the dragon kin, Tempest created a new race of creatures known as the Draconians to serve his purposes. While not strictly obedient, most dragons and their mutilated offspring flock to the wizard in the hope that they might reclaim their station in the ancient days, when dragons ruled all as the predominant species upon the face of all the land or in the air. Tempest is secretive and appears a bit mad.
