ConsoleGold has conducted an interview with 'Elder Scrolls IV: Oblivion' Producer Gavin Carter.
CG: One of the primary concerns voiced by fans was the complexity of combat. In Morrowind, the enemies typically ran at you like a NFL Linebacker slashing and casting at you. Do the enemies in Oblivion have more tactical cards up their sleeves such as NPCs healing each other, buffing their warriors, or calling their buddies to throw you a good beating?”

NPC combat intelligence has been completely reworked from scratch to take advantage of all the new features of our brand new combat system. They have the same abilities and perks that you have: they’ll use normal attacks or switch it up with power attacks based on their positioning, stats, and skills. They can block, dodge, and run away if they have low confidence. They’ll also dynamically switch between melee weapons, bows, and magic based on their skills. They take in information about their surroundings and use that to determine their course of action; such as running to get a better weapon or running to get away. The entire combat experience is a quantum leap above Morrowind.
