The latest City of Heroes designer diary has been published at RPGVault. It is written by Lead Designer Rick Dakan. Here's how he starts his feature:
    I'll let you in on a little secret. The thing that excites me the most about City of Heroes; the thing that makes me go "Oooh, how cool is that?" the thing that makes this game well and truly unique in my opinion; is not the heroes. It's the city. Now yes, I've gone on a bit about how cool superheroes are, and I stick by my guns there. But what's really exciting for me is that we're building a modern city, a world that you might not recognize but which will definitely seem familiar. Why is this city thing so darn cool to me? It's never been done before, at least on the scale we're attempting.
