HomeLan has publsihed an interview with Vitaly Shutov about Paradise Cracked. here's a part of that:
HomeLAN - What kinds of NPC and enemies will be featured in Paradise Cracked?

Vitaly Shutov - In Paradise Cracked there are a lot of playable and non-playable characters – each having his\her own background, personality, and a set of quests for the player. Some characters will help you, some will become your enemies. But the player never knows who of them are "good guys', whom the player should help, and who are "bad guys", whom he\she should kill. Generally speaking, there are no "good\bad guys' in the game, just the way it is in real life. Some want to kill you just because they are ordered to, and some simply have their interests, which don't correspond with your own interestsJ. There are, of course, a couple of real villains, but you'll meet them only by the end of your journey.

The only enemy you always have is the forces of law and order. As you progress through the game, your enemies become stronger and more intelligent: at first, patrol policemen, then the special forces of the police, and…the Space Infantry by the end of the game.

In the flow of the game you may perform various quests for the city organizations. There are lots of people in the city streets. Some of them are friendly or neutral, some are hostile. Some may give you quests to perform, some have their shops where you can buy and sell equipment. Each organization has its goal. The police will try to destroy you, the syndicate will try to get control over new territories, the trade coalition will try to prevent the syndicate from doing this, etc. Each organization has its allies, enemies, etc. Very often you'll see skirmishes of the members of different organizations in the city streets.
