There is an interview with an unnamed partner at Sony about the troubles with the launch of Shadows of Luclin. Here's a bit from it:

This expansion didn't release anywhere near as smoothly as Velious did. Given that this is your Third Expansion what went wrong? What will be done differently in the future as a result of this release?

First of all we would like to make it clear to any of our players who have had difficulty logging into Everquest since Luclin or encountered performance issues that we apologize unreservedly for their lost play time and frustration. Over the past week we have been fixing one by one the issues which have prevented some players from entering Everquest. We shall not stop working on game stopping issues until they are all resolved.

This expansion was a technology upgrade, unlike the other expansions which were primarily just new content. Upgrading technology on an existing player base was always going to be tricky and it proved to be so.

We have already made substantial internal changes to insure future releases go smoother. Our customers will be the judge as to how successful these changes are in the years ahead.
